BC is seeking public input on its proposed Emissions Trading Regulation and the Cap and Trade Offsets Regulation, which together would establish the rules of the province’s cap and trade system. As a partner in the Western Climate Initiative (WCI), BC has planned to start a cap and trade program on January 1, 2012. Other provinces currently slated to participate in WCI’s program are Manitoba, Ontario, and Quebec. The WCI partners, including seven US states, aim to reduce their overall greenhouse gas emissions to 15% below 2005 levels by 2020.
