Potential for American climate legislation was dealt another blow in late August when Senate Majority Leader Harry Reid announced he would abandon his proposed climate bill, citing it could not attract the necessary votes to avoid filibuster. In September, Reid transferred climate responsibility to the next Congress, advocating an electric power plant and renewable energy standard-based “piecemeal” approach in an attempt to avoid the historical failures of broader-scoped bills.
The US House and Senate have struggled to find bipartisan support for any climate regulations. The failure of Reid’s bill comes on the heels of multiple deserted pieces of climate legislation, including Senators John Kerry and Joe Lieberman withdrawing their July, 2010 American Power Act (see Delphi’s previous coverage).
