WCI Proposes Matching Canadian Reporting with US Partners

The Western Climate Initiative (WCI) is proposing amending its July, 2009 Final Essential Requirements for Mandatory Reporting (ERs) for Canadian members. The ERs outline the entities included in the reporting regulations, with requirements for third-party verification, greenhouse gas (GHG) monitoring and quantification methods and monitoring, and reporting verification thresholds, schedules, and record keeping methodologies.

 WCI began harmonizing the ERs with the US Environmental Protection Agency’s (EPA) Mandatory GHG Reporting Rule in May, 2010. However, WCI partners noted that matching EPA

& ER standards for US territories also required revision of ERs for use in Canadian jurisdictions to ensure the use of “comparable methodologies” to produce “comparable results” between US and Canadian partners.

 The proposed adjustments will “facilitate harmonization” with Environment Canada procedures and allow WCI provinces to report in metric units. Additional changes address petroleum refineries and petrochemical manufacturing, among others.

 WCI will host a stakeholder call the week of Sept. 27 and will be accepting comments on the proposal until Oct. 12, 2010.
